TITLE: European Central Bank Publishes Appia Roadmap for Tokenised Financial Markets

On March 11, 2026, the Eurosystem published the roadmap for Appia, a strategic initiative to develop a European tokenised financial ecosystem centred on central bank money. The initiative brings together the Eurosystem, public sector bodies, and private sector stakeholders to build integrated, innovative and resilient tokenised wholesale financial markets across Europe.
Tokenisation is the process of representing assets as digital tokens on Distributed Ledger Technology (DLT) networks. For wholesale financial markets, this approach has the potential to improve efficiency by consolidating multiple stages of an asset's lifecycle—including issuance, trading, settlement, custody and servicing—on a single platform. Tokenisation also enables the deployment of smart contracts for innovative solutions.
The Eurosystem's strategy comprises two complementary initiatives: Pontes, a DLT solution launching in the third quarter of 2026 to enable central bank money settlement for DLT-based transactions; and Appia, which takes a broader, longer-term perspective focused on ecosystem design through close market cooperation. The Eurosystem plans to publish a blueprint for this ecosystem in 2028. Appia will investigate different DLT network configurations for wholesale financial services infrastructure, considering technological, market-driven, and geopolitical factors. The analysis will evaluate trade-offs between single shared networks and multiple interconnected networks, with common standards and European governance as key objectives.
The initiative aims to preserve central bank money's role as the monetary system's anchor, ensuring effective monetary policy implementation, financial stability, and smooth payment system functioning. It seeks to foster a more integrated, competitive and innovative European payments and securities environment while strengthening Europe's strategic autonomy and resilience.
The Eurosystem invites stakeholder feedback and expressions of interest through a published questionnaire. Appia builds on exploratory work conducted between May and November 2024, during which 64 market participants conducted more than 50 trials and experiments testing various use cases and technical approaches.
