TITLE: Ukraine Restores Lottery Licensing Under New Regulatory Framework BODY: Ukraine has reinstated regular lottery licensing as the primary mechanism for market access for the first time in over a decade. Three operators—MSL, UNL, and Patriot—have received licenses and remitted more than 72 million Ukrainian hryvnia (UAH) in mandatory payments to the state budget, with each operator contributing 24.2 million UAH. The new regulatory framework introduces several key changes designed to enhance transparency and real-time oversight. Digital reporting requirements for operators are now mandatory, enabling the state to systematically monitor sales and payout operations. Lottery tickets and terminals are identified through QR codes, allowing authorities to track industry activity in real time rather than retrospectively, thereby minimising payment manipulation. These measures establish uniform rules for all market participants, providing consumers with transparency and assurance that lotteries operate legally. The short-term licenses represent an interim measure to establish order in the market while a comprehensive legislative overhaul is underway. The previous legislation had created an artificial monopoly and prevented international operators from entering the market. The government is fully updating the lottery law to open the market to foreign businesses and attract additional investment. Future licenses will be allocated through electronic auctions, with successful bidders determined by the highest financial contribution to the state budget. This development marks a significant shift toward systematic market regulation, enabling the state to plan revenue streams and develop the sector on transparent and competitive terms.
