TITLE: Kyrgyzstan's National Bank Revokes Payment Processing Licences from Card Fly

On February 27, 2026, the National Bank of the Kyrgyz Republic (NBKR) revoked two licences held by Card Fly Limited Liability Company, effective from February 27, 2025, following violations of Kyrgyz Republic legislation.
The revoked licences were:
Licence No. 2058151124, issued on November 15, 2024, which authorised Card Fly to provide services for receiving, processing (including processing, clearing) and transmitting financial information relating to third-party payments and settlements through payment system participants, including processing and clearing centres.
Licence No. 3060151124, issued on November 15, 2024, which authorised Card Fly to provide services for receiving and transmitting payments and settlements on behalf of third parties for goods and services that were not a result of its own activities, utilising information technology and electronic means, as well as payment transmission methods through payment systems.
The revocation was determined by the NBKR Supervisory Committee and represents enforcement action against the entity for breaching requirements under Kyrgyz Republic law. The decision reflects the central bank's regulatory oversight of payment service providers operating within the jurisdiction.
The NBKR continues to maintain regulatory authority over all payment system participants and licenced financial service providers in the Kyrgyz Republic.
