TITLE: Netherlands Central Bank Imposes Fine on Payment Institution for Late Financial Reporting

On March 5, 2025, De Nederlandsche Bank (DNB), the Netherlands' central bank, imposed an administrative fine of €9,000 on a payment institution for failing to submit its legally required annual financial statements on time.
The payment institution was required to submit its annual accounts, management report, and related documentation for the financial year 2023 by June 30, 2024. However, it did not fully provide these documents to DNB until July 24, 2024—24 days after the deadline. This constituted a breach of the Financial Supervision Act (Wet op het financieel toezicht). DNB imposed the fine in accordance with its enforcement policy for timely submission of supervisory reports.
The payment institution filed an objection to the fine decision on April 1, 2025. DNB rejected the objection by decision on June 20, 2025, finding it to be without merit. The statutory period for filing an appeal has now expired without the institution exercising this right, meaning both the original fine decision and the objection decision have become final and binding.
