TITLE: Bulgaria's National Revenue Agency Launches Public Consultations on Anti-Money Laundering and Counter-Terrorism Financing Standards BODY: Bulgaria's National Revenue Agency (NRA), in its capacity as the supervisory authority for anti-money laundering and counter-terrorism financing (AML/CTF) compliance, has launched public consultations on three draft regulatory technical standards (RTS) through the Anti-Money Laundering Authority (AMLA). The consultations concern gambling operators licensed under Bulgaria's Gambling Act, which are classified as obliged entities under AML/CTF legislation. The three draft RTS address: business relationships, establishing criteria for determining when customer due diligence measures apply; customer due diligence, setting verification procedures and ongoing monitoring requirements based on a risk-based approach; and enforcement, establishing a supervisory mechanism for assessing, categorising, and responding to AML/CTF violations. The NRA emphasises the importance of sector participation, particularly from gambling operators and industry associations, to ensure proportionate rules that reflect the specific characteristics of gambling services. The consultations recognise the role of non-financial sector entities in AML/CTF prevention and the need for sector expertise in finalising the standards. Feedback submissions are due by March 9, 2026, for the enforcement RTS, and by May 8, 2026, for the business relationships and customer due diligence RTS. Submissions may be made in any official European Union language, including Bulgarian. A public discussion session is scheduled for March 24, 2026. Full documentation and participation forms are available on AMLA's official website at https://www.amla.europa.eu/amla-consults-key-mandates-private-sector-and-harmonized-supervision_en.
