TITLE: Mexico's Institute for Bank Savings Protection Publishes 2026-2030 Institutional Programme

On March 2, 2026, the Instituto para la Protección al Ahorro Bancario (IPAB) published its Institutional Programme 2026-2030 in Mexico's Diario Oficial de la Federación. The programme was approved by IPAB's Board of Directors on June 13, 2025, and aligns with Mexico's National Development Plan 2025-2030 and the National Development Financing Programme 2025-2030.
IPAB's primary objective is to promote banking inclusion and savings as mechanisms for wealth-building and comprehensive well-being among low-income populations with limited savings capacity. The programme aims to ensure all persons have access to financial products and services whilst maintaining bank stability and contributing to economic development. Key focus areas include protecting small and medium-sized depositors through effective financial supervision and deposit guarantee mechanisms, with coverage up to 400,000 Unidades de Inversión (UDIS).
The programme identifies significant gaps in financial inclusion, particularly among women, rural populations, indigenous communities, and economically disadvantaged sectors. According to the 2024 National Financial Inclusion Survey (ENIF), whilst formal savings increased from 21 percent in 2021 to 30 percent in 2024, gender disparities persist, with women holding 8.1 percentage points fewer financial products than men. Rural populations show lower financial product penetration at 66 percent compared to 82 percent in urban areas.
IPAB's strategies include promoting formal banking savings, disseminating information about deposit insurance benefits, and conducting financial education activities targeting small and medium-sized savers. The programme establishes four performance indicators measuring monthly report completion for fee calculations, financial education activity execution, resolution plan development, and resource capture against budgeted targets, with all indicators set at 100 percent completion through 2030.
