TITLE: Russia's Central Bank Opens Public Consultation on Multiple Regulatory Amendments

The Central Bank of Russia (Bank of Russia) has opened public consultations on eight proposed regulatory amendments across its financial market oversight framework. The consultations are being conducted through the Bank of Russia's official website and the Federal Portal for Draft Regulatory Legal Acts (regulation.gov.ru).
The proposed amendments cover several key areas. These include modifications to regulations governing digital rouble platform operations, depository securities account procedures, and amendments to existing instructions and directives related to financial market participants. Specifically, the Bank of Russia is seeking feedback on changes to Instruction No. 188-И from June 21, 2018, amendments to Directive No. 4129-У from September 5, 2016, and modifications to Directive No. 3338-У from July 22, 2014, among others. Additionally, the central bank is proposing updates to regulations concerning digital rouble platform procedures and securities depository operations.
The consultation deadlines vary across the proposed amendments. Comments on most amendments are due by March 12, 2026, with some submissions required by March 6, 2026, February 26, 2026, and December 9, 2025. Stakeholders can submit feedback directly to designated email addresses specific to each amendment. The Bank of Russia has provided explanatory notes for each proposal to assist respondents in understanding the proposed changes. All submissions will be evaluated as part of the regulatory impact assessment process, with the Bank of Russia considering public input before finalising the amendments.
